Dubai: His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, and Chairman of the Dubai Judicial Council, has launched the Dubai Judicial Authority’s 2025 annual report.
The report highlights the progress achieved by Dubai’s judicial entities and continued efforts to enhance efficiency and service quality across the judicial system.
The launch took place during a meeting of the Dubai Judicial Council chaired by His Highness, as part of his ongoing oversight to strengthen the judicial ecosystem. The Council reviewed key agenda items, including member-related requests and preparations for promotions and appointments planned for 2027, aimed at attracting highly qualified national talent to the judiciary. Outcomes of studies conducted by the Council’s General Secretariat were also reviewed.
Sheikh Maktoum bin Mohammed said the continued development of Dubai’s judicial system is guided by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
“Dubai continues to foster an advanced judicial ecosystem, rooted in justice, operational efficiency and the rule of law. These pillars support Dubai’s comprehensive development and reinforce its position as a preferred destination to live, work and invest,” His Highness said.
He added that the annual report serves as a benchmark to assess institutional performance and improvement indicators, reflecting a commitment to transparency and governance.
His Highness noted that the positive performance indicators recorded in 2025 demonstrate the judiciary’s ability to keep pace with rapid transformations, accelerate case rulings, improve efficiency, and enhance public trust.
He further directed continued development of the judicial sector through integrated plans focused on innovation, digital solutions, and advanced technologies to strengthen Dubai’s competitiveness.
The meeting was attended by His Excellency Mohammed Ibrahim Al Shaibani, Deputy Chairman of the Judicial Council; His Excellency Dr. Abdullah Saif Al Sabousi, Secretary General of the Dubai Judicial Council; and Council members.
Dr. Al Sabousi emphasised that Dubai Courts, the Public Prosecution, and the Judicial Inspection Authority continue to work in close coordination under high standards of accuracy and quality, ensuring justice is delivered efficiently and effectively.
He added that the annual report is a strategic tool to monitor performance, guide development efforts, and reinforce judicial governance and the rule of law.
According to the report, 43 legislative enactments regulating judicial work were issued in 2025, alongside 66 resolutions by the Judicial Council. A total of 83 studies were also completed to support the development of services, projects, and legislation.
The Judicial Authority’s membership reached 522 following the appointment of 86 new members, with female representation increasing to 6.5%. In addition, 92 training programmes were conducted, totalling 2,601 training hours and benefiting 376 participants.
Performance indicators showed that the Public Prosecution registered 66,933 criminal cases and processed 59,421 cases, achieving an investigation and indictment accuracy rate of 94.2%.
Court accuracy rates stood at 86.5% for Courts of First Instance and 87.1% for the Court of Appeal. The average time to rule on cases in Courts of First Instance was 114 days, with a settlement rate of 90%.
The total value of case settlements and requests brought before Dubai Courts reached AED10.2 billion, including AED3.68 billion processed through enforcement proceedings.
The report also highlighted significant progress in digital transformation. Dubai Courts completed 1.7 million smart requests, conducted 24,507 remote hearings, and published 21,121 judicial rulings.
The Public Prosecution processed 23,438 smart bail applications, while blockchain-based transactions reached 173,013 requests.
Key achievements included the establishment of the Dubai Centre for Judicial Expertise, the launch of a digital pathway for criminal cases, the creation of a Judicial Control Room, and the regulation of housing construction dispute settlements for UAE citizens.
The Dubai Judicial Council reaffirmed its commitment to upholding justice, equality, and the rule of law, supporting Dubai’s sustainable development through a modern, efficient, and independent judicial system.
